1. The DepED Las Piñas City,through the General Appropriations Act (GAA) CY 2011 intends to apply the sum of Twenty Four Million Three Hundred Five Thousand Four Hundred Ninety Four Pesos and 95/100 (Php 24,305,494.95) being the Approved Budget for the Contract (ABC) described below for various schools in the Division of Las Piñas.

2. The Department of Education, Division of City Schools Las Piñas City, through its Bids and Awards Committee (BAC) now invites bidders to apply for and to bid for the above-mentioned works. Bids received that exceed the ABC shall be rejected at the bid opening. Bidders may bid for one or all items. Evaluation and award shall be on a per package basis.
3. Prospective bidders should have completed a similar contract, within ten (10) years from the date of submission and receipt of bids with an amount of at least 50% of the ABC to be bid.
4. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations, with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
5. Interested bidders may obtain further information from Dr. Violeta M. Gonzales, BAC Chairman, at the Division Education Supervisors Office.
6. Prospective bidders must present upon submission of written expression of interest the original copy of the following documents: DTI or SEC Certificate, Mayor’s Permit and PCAB License.
7. Pursuant to Annex C of the Implementing Rules and Regulations (IRR) of Republic Act 9184 setting the period of action, submission of written expression of interest should be within seven (7) days upon advertisement of the project. Only prospective bidders who were able to submit their written expression of interest within the deadline shall be allowed to purchase Bidding Documents and submit their proposal. Furthermore, only those who purchased Bidding Documents shall be allowed to participate in the pre-bid conference and raise queries or clarifications.
8. A complete set of Bidding Documents may be purchased by interested Bidders at the Secretariat,DepED Las Piñas City, c/o Mrs. Erlene S. Avendaño, upon payment of a nonrefundable fee for the Bidding Documents in the amount of Four Thousand Pesos (Php 4,000.00) for Packages 1-5 and the amount of Eight Thousand Pesos (Php 8,000.00) for Package 6
9. The BAC will hold a Pre-Bid Conference which is open only to interested bidders who have purchased the bidding documents, on August 2 , 2011 at the Division Conference Hall, DepED-Las Piñas, Gabaldon Bldg., P. Diego Cera Avenue, Brgy. E. Aldana, Las Piñas City.

Bids must be submitted on or before August 16, 2011, 8:00 A.M. to the BAC Chairman at the Division Education Supervisors Office, DepED-Las Piñas, Gabaldon Bldg., P. Diego Cera Avenue, Brgy. E. Aldana, Las Piñas City. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in the ITB. Bids shall be opened in the presence of bidders or its authorized representative who choose to attend. Late bids shall not be accepted.

11. The DepED Las Piñas City assumes no responsibility whatsoever to compensate or indemnify bidders for any expense incurred in the preparation of the bids.
12. The DepED Las Piñas City reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. Furthermore, the DepED Las Piñas City reserves the right to waive any minor defects of formality and to accept the proposal most advantageous to the agency.
